Is there any other huge companies out there capable of producing a console as powerful as the "Big 3" but choose not to because they don't think they'll measure up?

Some guy in the 1950's made a pong game using an Oscilliscope. I forget his name.
 
It is probably very easy to make a system. The problem is, it's the games that make a system. Unless you have a dynamite in-house developing team, all you have is a powerful game system that is flopping around on the beach. Getting third party support is another big problem and sometimes determines the failure or success of a game system. I guess one could study the strategy of how a couple of the present console makers plowed into the market, like Sony and Microsoft. No experience, but they did it.
