Yes. If you want to play as her you have to buy her.

Really? This game just released, and they're gonna charge $7.99 for ONE character? Basically paying so you unlock a code already on the disc is what I've been hearing. While I do not support that, I love the game with what I have. I'm gonna try and unlock Mu 12 today.

Nope makoto was still in development after the game came out, so you are not buying an unlock code, you are buying an actual character. And as frodus has stated previously she is totally worth it.
