Need help with The Urbz: Sims in the City (DS)

Ok, so, I've been trying forever to figure out how to unlock new districts. Currently, I'm confined to Urbania. Any road leading outside of here is blocked off by cones, and I can't go past them. I read somewhere that to unlock the SimQuarter, you have to complete mission set 2. Only problem is, I can't complete mission set 2 unless the district containing the Glasstown Mall is unlocked. And I can't figure out how to unlock it, either. Help??

It seems like I went to that site and didn't find anything helpful...but I'll look again...

Ok, so I found a walkthrough for DS, which I didn't see before. But it says I need to buy something for Crystal from the street vendor...and I have no idea where to find him. It's not telling me how, either.
