That's according to Nintendo president Satoru Iwata, anyway, who says:

Perhaps, the Japanese market is the least robust market in the world today with regard to home console systems. In the U.S., the home console market is very robust. If the U.S. sold two or three times as much as Japan, it would be tolerable. Yet, I feel that something is wrong when the U.S. is selling ten times as much as Japan on a weekly basis. So, I do not believe Nintendo should be content with the current situation in the Japanese market and believe that we have other methods to confront this.
 
I've always found that business ideology very interesting, because it seems so counter-intuitive to how business operates here. If an American company found out that their products were selling ten times the amount in Japan that they were in America, they would start catering towards to the Japanese market. Nintendo does the opposite. When they see their console selling more in America than in Japan, they look for ways to bolster sales in Japan.

Normally I'd chastise Nintendo for this sort of thing, call them short sighted or whatever, but now I kind of appreciate where they're coming from. They're making products for their people first and foremost, and international success, while important, is not the priority. I think if a lot of North American businesses subscribed to this ideology, then the current state of the economy might not be as bad as it is.
 
It's because the Japanese market recognizes a gimmick when they see it. They want more games and better games that are geared towards the Japanese audience. If Nintendo wants the Japanese market, they just have to start focusing on games again (instead of gimmicks and peripherals).

but seriously the last "Japanese targeted game" nintendo made was Fire emblem Shin Ankoku ryuu to hikari no ken and that was released a long time ago in japan
