"GTA:San Andreas" "Pilots License" On Some Bridge?I Can't Recall.

I can't remember how long ago,but I remember asking if anyone heard of the "Pilots License" on the top of some bridge.I can't remember which one.If anyone has played San Andreas,could you help refresh my memory?

All I know about San Andreas was that after progressing through the game enough, and earing the abandoned airfield, (and following hence missions to gain aircraft), you could then enter air fields via the main gates after you've used the aircraft you've got to increase your skill until you are a legit pilot. Of cource, you can skp that WHOLE process by just breaking into the nearest airport and going for a fly, or by spawning a jet even. But, if you never really thought of it until then (I doubt it), then that's when you WILL, no matter what, get flight experience.
