Why is that stated on the Dreamcast? Is it because it uses windows CE?

or what is the point of that on the Dreamcast system?

The Dreamcast I believe uses Windows CE for the operating system for the Web Browser 2.0 with SegaNet. I think. Well, at least my Dc says "Windows CE" on the side, and the web browser disk links the DC up to the net. I'd love to get the keybord and mouse for my DC and see if I can hook it up to my DSL line.. :D
 
Resident Evil 2 on DC is a prime example of what the WCE does. It's basically an emulation of CE. Made just for DC. Yet, like BV stated, it was made for the Web Browser purposes. Yet had the ability to port over almost any PC game at that time.

Like Resident Evil 2 is a direct Windows 98 port, Quake III, Unreal Tournament.

Also explains why many homebrews have been able to make emulation disc to play NES, SNES games even. the Windows CE interface helps alot.
